The passage through the House of a bill to make Washington DC a state made me wonder if they had forgotten the 23rd amendment. The people of Puerto Rico have citizenship but have no vote in federal elections. If the same rule of electors were applied to Puerto Rico as currently applies to DC, they would be a swing vote in presidential elections.
